En líneas más generales, la tarificación del carbono es un componente importante de un conjunto más amplio de reformas que son necesarias para garantizar que los costos de abastecimiento y otros costos ambientales (por ejemplo, la contaminación ambiental) estén reflejados en los precios de la energía. De hecho, la fijación de precios inadecuados de la energía es un problema generalizado en países avanzados y en desarrollo por igual: las proyecciones del FMI sugieren que los subsidios a la energía (lo que incluye, sobre todo, la subestimación de los costos ambientales) totalizarán US$5,3 billones en 2015, o un 6,5% del PIB.
